Electromagnetic field describes electromagnetic interactions that are due to the presence of electric charges. Because neutron and neutrino have null electric charge it is normal to deduce those particles don't experience the action of electromagnetic field. In actuality it is true for neutrino that is a neutral elementary particle. Neutron in fact is a neutral system composed of proton and electron and therefore an effect due to the asymmetry of neutron structure is possible.

You raised interesting questions starting form Dirac's vacuum. I will answer neverheless according to my viewpoint that is based on the Theory of Reference Frames (TR) and on the Non-Standard Model (NSM): they are alternative theories with regard to theories of postmodern physics. In TR and in NSM vacuum is effectively a vacuum and it isn't a sea of electrons or of other particles. Electrons have an elementary electrodynamic mass and a negative electric charge. Similarly other particles have their mass and an electric charge. If one accepts the concept of vacuum he has to accept also it is effectively a vacuum and not a false vacuum. In  TR vacuum is the three-dimensional geometrical space characterized  by three variables or coordinates (x,y,z). This vacuum is geometrical and in it there is no physics. Physics begins when in that geometrical vacuum first physical entities are born: those entities are particles, masses, fields, time.

What is Charge?Electron attracts proton as they are of negative and positive charge respectivelyand we also know that sae charg repels each oher but what the charge exactly is?It is just a property of charge but how can we define elementry charge?Please answer Daniele Sir?Why does two particles attracts or repels while they just exchange photons only?When particles exchange photons to attract and they also exchange photons to repel as well.Where is the difference occuring then?

In nature numerous fundamental interactions exist: two very important interactions are interaction mass-mass and interaction charge-charge. Interaction mass-mass is described by the Newton law of universal gravitation , interaction charge-charge is described by the Coulomb law. What is the charge? Electric charge is a physical property of charge massive elementary particles. In the Non-Standard Model I have demonstrated charge of elementary particles is related to spin of particles that is the angular momentum of particle. Therefore charge, that is a electric property of particles, is related to angular momentum, that is a mechanical property. Because spin may be positive or negative, also charge may be positive or negative. Generation of photons happens inside atom, when one negative electron that is in the electrostatic field of  positive protons jumps from a level of greater energy to a level of smaller energy.

In contrast to the neutrinos, the neutron (n) feels the strong interaction, as does the proton (p). As a consequence both nucleons (n and p) have a structure, which shows also electromagnetic properties. One may envisage (in a rough picture) a nucleon as some "bare" particle surrounded by a cloud of pions. Since pions can be charged, the structure is electromagnetic. For the p the total charge is 1 elementary charge. Since the spin is 1/2, the magnetic moment should, according to the Dirac equ., be eh/2mc (m is the proton mass, h is Planck`s constant divided by 2 pi). The measured value is, however, 2.7928456 eh/2mc. The factor 2.79...is called the anomalous magnetic moment (to be attributed to the cloud). For the n the total charge is 0 and there should be no magnetic moment. The measured value is -1.913148 eh/2mc  (entirely anomalous!). The numbers show, that the measurements are very accurate. The pions in the cloud should in general have orbital angular momentum, which produces an additional magnetic moment. The cloud picture is therefore qualitatively reasonable. Quantitatively good results have to be inferred from QCD.

Since the neutron has a magnetic moment, it behaves like a little magnet and its motion is influenced by applied elektromagnetic fields. The motion of neutrons in magnetic crystals has lead to the construction and development of neutron interferometers by Rauch, Bonse and others since 1976, which provide now for the most accurate  measurements in physics for a lot of effects. 

In NSM isotopic symmetry is not valid, neutron has a complex structure while proton has an electrodynamic elementary structure that presents important physical properties: electrodynamic mass mp=1836.1me, electric charge q=+1, mechanical spin qs=+ћ/2 in the fundamental state, magnetic spin Ms=eћ/2mpc  in the fundamental state. You claim the measured magnetic spin presents an anomalous factor (=2.79) with respect to the calculated value. I don't think that anomaly is due to a cloud of pions. You claim then the measured value for neutron magnetic spin is -1.91eћ/2mc  and it would be interesting to know which mass m represents in that formula.  I think problems, that you raise, need elaboration and from my viewpoint it has to happen inside NSM.

In both experimental results I have written, m is the mass of the proton: the anomaly is the factor, by which the measured value deviates from 1 unit (the nuclear magneton, your Ms). As I have written, the pion cloud idea is only a rough, qualitative picture. Quantitatively, one must consider Quantum Chromodynamics, where the constituents of the nucleons (and other baryons, for instance of the basic octet) are the quarks. The digits in the numbers show the (extremely high) experimental accuracy. As far as I know, there is no calculation, which reaches this accuracy.

If one is content with less accurate theoretical results, one can use the so called constituent quark model, in which the baryons consist of three quarks (the p consists of two u and one d quark, the n of one u and two d quarks, for the other octet members one needs also s,t,b,c, the letters are just names up, down, strange, top, bottom, charm). Mesons are quark-antiquark pairs. The properties of hadrons are reduced to few properties of the quarks. For the p one obtains for the anomaly in the magnetic moment 2.79, for the n the result is less accurate -1.86, for the Lambda the model gives -0,61 (exp. -0.613), ...

Really one should calculate all hadronic properties from QCD. Nonlinear Quantum field theory is hard,however. The best methods at present for "static" properties of hadrons are computer calculations in lattice QCD.
