Quality in Education and its impact are influenced by many Factors and their interactions. Infrastructure is one amongst them.. But that is an important factor for the administration form the Investment stand point. As Institutions become P&L centre, then there is a tendency to cut the cost, results in backseat for Infrastructure...
When I am at MIT or TAPMI for my lectures, will let you know, we will have long discussions.
Did Socrates enjoy some sort of superb infrastructure? My personal experience is that even though lack of modern infrastructure is less comfortable and enjoyable for the teacher, she/he can do a good job if she's genuinely devoted to teaching. I taught for many years at a University where I had all technical gadgets and could call up my lectures in any classroom from a mainframe computer, I could observe my research students from the comfort of my office via a web-cam.... Today, I may need to carry the projector in a classroom and assemble it to the laptop before the class, but I receive the same overall rating from students, and my current university is ranked higher on the Shanghai list than my previous more sophisticated affiliation. Conclusion: Quality education is more a function of devoted, committed and well qualified teachers than any infrastructure (exception is access to the scholastic literature, that is a minimum at any institution nowadays).
