I'd like to answer your question, but I'd need a little bit more information.
I don't have a huge experience in Timor-Leste, I only worked there for a month while preparing a project proposal for "Action Against Hunger (Spanish section)" in 2011.
First of all, I'd say that you can find any kind of building material, as there is a lot of activity in Timor-Leste, but, of course, the availability of materials change a lot if you are working in Dilli or in a remote rural area of the country. The "roads" are in a very bad condition (or at least they were in 2011), so you can have a lot of problems to transport your materials.
Which kind of project are you talking about? Water and sanitation, affordable housing, schools, bridges, road construction? Several years ago, I wrote with two colleagues the book "Tecnologías y materiales de construcción para el desarrollo (Technologies and building materials for development, 2007)" in Spanish. If you can read Spanish, maybe it can help you. You can find it in my profile and also on the internet.
You should adapt your project and the materials used depending of the type of project, the place (urban area or country side), the type of construction (self-construction, local company or an international one). Have you got any counterpart there? I met some good engineers there, working for small companies, I’m sure it’d help a lot.
