Learn from foreign countries' experience (both success and failure cases), but never try to copy any example. Engage the major stakeholders in a strategy-setting exercise (e.g. technology foresight) to arrive at a shared vision (where you want to get in the field of language technology in Nepal), and discuss what policy steps and other actions (e.g. by various types of businesses, academic researchers, user groups, etc.) are needed to get there. There are several on-line guides on technology foresight, see e.g. the one called ForLearn (IPTS, Joint research Centre, European Commission).
