What is the best ratio of newspaper slurry in concrete mixed design? Is it based on ratio to cement content?

Have to clear what purpose added slurry newspaper in concrete, because slurry newspaper materials can absorb the higher moisture content and will effect to reinforcement in concrete. and then try find the best ratio using mix design method and compression test, sample cube need to curing under water at 7 days and 28 days to see the reaction of cement and effect of water absorption.
