What is the analytical tool and the theory that best fit a research on seaport performance evaluation. Is it right for me to use only DEA for efficiency measurement and time series analysis for performance evaluation? What is the theory that best fit this study. .

Seaport setup, allocation, management, and evaluation all seems to be best done through simulation modelling. A simulation model can be built for a specific port. You will need to set up a number berths, use statistical distributions for arrivals and departure. Do cost benefits analyses and test for normality on the results. You can also perform DEA analysis on your actual and simulated input and output data.
A book on simulation, decision theory, or operation research usually cover these subjects. As for software, the Microsoft Excel program is a good place to start. Another is called “Crystal Ball”. More powerful software such as GAMS can do these type of analysis.
