There are some barriers of innovations in education system. these article explains them very well.
A good example is the TIC (E): a lot of pedagogical material use "new" technologies (tools) but the methodological basis is very traditional. So, the innovation still just a formal question.

But now, I would like do my little contribution: in the field of teaching / learning of languages, proposals from the Intercomprehension we are very innovative and groundbreaking. In this way, we advocate a paradigm shift deeply rooted in the human being and according to which interactions that obey the principle of linguistic identity (through accommodation to the other's language or the use of all participants to a third language or lingua franca) are evidence of cordial social relations. Thus, from the intercomprensif approach to use-learning of languages can pose the following question: an exchange between people who express each in one language but understand each other would be a sign of hostile relations? . . .
On the contrary, we answer, it is rather a sign of respect for difference and safeguard diversity.
