what is difference between cloud contract and SLAs?

Why Contract and is as the only key legal enforcement mechanism between vender and cloud service provider? Can customer negotiate the terms and conditions of the contract and SLAs?

SLA is a legal document in which all terms and conditions relates to Cloud services are written, the scope of services are defined, roles and responsibility of stakeholders are defined and penalties are defined.
