I will try to give a conceptual answer.

At first you have to build a physical model of your system by defining the components of the systems e.g. enode B, IT servers for the specific services including computing and storage services, the user equipment and the protocols.

Then you have to construct the mathematical model governing the performance of the components and their interactions and interrelation ships.

The mathematical model will be then a system of equations which can be solved or computed by a proper solver such as matlab or any mathematical tool.

Your system is a combined system of communication and information service. In fact data communications makes out a major communication traffic.

In such system, the user equipment gets IT services directly from a server located at the enode B, and thereby the throughput can be increased without an increase in the core network traffic.

The concept of such network architectures is to bring the IT service near to customer. This makes a tremendous saving in the core network and also save in the communication time.

The matlab is more flexible to model a system more than the simulink.

I think the best simulation tool is MATLAB. It should be noted that MATLAB can call functions and subroutines written in different programming languages for helping different fields of computer engineering.

Also, Edge Cloud Sim can be useful for this area.
