What is a good quality affordable (<200$) grinder that can grind biological seeds or cells and chemicals (Eg salt crystals) to powders of 50 micron?

My colleagues use electrical coffee grinder. I can not guaranty for particles size, but after grinding you should use some sieve system for separation of fraction in order to eliminate undesirable fractions (large fraction can be used for another grinding process) and targeted fraction can be collected.
