We are in the process of launching our MS-EE degree with a MOOC platform and I am curious as to how other Universities have approached this problem both from an infrastructure and sustainability angle.
Yes. This is a typical faculty question so I am already formulating my own idea and using ABET along with IEEE Computer Engineering experience with BLOOMs taxonomy but the merger of grading projects and grading a final exam online remotely is a challenge.
The volume of students in a MOOC is also novel beyond typical continuing education styles. We are using and working with Coursera so this is not marketing or advertising but a brief BLOG style of explaination if you will indulge me.

When I was taking some online classes during my undergraduate and encountered proctored final exams, I had to do them through ProctorU. If you have not heard of this website, perhaps you can consider this as an option.

One needs to schedule their final exam through ProctorU before their final exam, and a proctor from ProctorU will be watching via online. As a student is on the website getting ready for the proctor, he or she has to take a picture of their ID and face through the laptop to confirm that is indeed them taking the exam. Then, they will ask to see the room that you are in, and the desk area that you are taking your exam. If you are allowed notes of paper, they will ask for you to show them through the laptop and you will need to turn off your phone and put it out of your reach. They will type the password for your final exam because the student does not know the password. As you begin your exam, the proctor from ProctorU can see the student's laptop screen. Finally, when you are finished you notify the proctor and they will confirm with you that you are finished and that you submitted your exam. Afterwards, they will log you out of your exam. If there is anything unusual such as noises or something that you are doing, they may ask you for clarification.
