Effect of rice husk ash with high loss of ignition on concrete

In my belief, adding rice husk ash can increase the cohesion of the concrete. Increasing the cohesion can increase the strength of the concrete.

Rice husk ash (RHA) is an agricultural waste which is a pozzolanic material that can be blended with the cement for manufacturing concrete. Its use can reduce the environmental impact of the cement industry. ... The results show that concrete mixed with RHA had better strength than a similar mix with Silica Fume.
Rise husk ash with high loss of ignition about 5% may prolong the setting time due to slow rate of hydration process of cement and strength of concrete at early age will be less as compared to normal concrete. But at later age it achieves the strength better than normal concrete because it contains about 90% silica. All ashes has almost similar trends so you may refer these articles
