Your question cannot be answered without praising Dutch agriculture and economics in general. Netherland has one of the first market economy in the World history, targeted on foreign trade (means perfect logistic, financial support, local markets knowledge), skilled multilingual work force, long-lasting traditions of plant science & breeding, varieties marketing, technology of plant growing on limited land area. Netherland is actually a huge agricultural hub that manages different crop production across the World and sell under own trade names. The only problem that I see in such system that it is "closed" for analysis and critics from outside. In such scale of operations, any mistake can cause great problems for both Dutch companies and their International customers. There are several examples, but they are not in the domain of public discussion.

a well developed soft and hard system in terms of knowledge and infrastructure in quality/healthy seed production, disease monitoring, seed certification and stringent quarantine procedures and incentives/disincentives in seed marketing play a crucial role in any successful seed system.

Not easy to try to explain this in sentence ot two. But in a nutshell, it is an outcome of a multitude of multi-level innovations in the technology/knowledge, institutions, social organization, market etc. I am sure you would get more indepth insight if you look into papers on subject that employed socio-technological and innovation system perspectives
