During reading of research paper some researchers write down coefficient of variation for tensile strength upto 15 is ok but I don't get evidence anybody knowing about that please provide answer

indirect tensile strength = 1/10 of compressive strength (early state)
indirect tensile strength = 1/5 of compressive strength (lately state)
direct tensile strength = 0.85 of indirect tensile strength
shear strength = 10 to 12% of comprssive strength
flexural strength = 14% to 22% of comprssive strength
