In most of Africa, social policy as a coherent and comprehensive set of government interventions to support the poor and destitute, hardly exists. This has been the reality since colonial times. This is not only a question of lack of resources but also political priorities. If you look for trends, then i would say that one trend that is clearly visible since the 1990's, is the privatization of health care and education, which is only available for the rich, while the masses remain underserved.
