LEDs and laser diodes based on the semiconductor (In,Ga)N are avaialble from 370 to 520 nm, while many companies have a wide range of different emission spectra available. According to literature the highest penetration depth of light in open water is at about 500 nm (marine blue). So please choose such kind of LEDs or laser diodes, whereby you can find products here:

Some optical filter likely should be used.
Unless data rate is high (>Mbit) I would consider low duty factor / Pulse Position Modulation.
Blue LEDs are usually very fast ( several nsec or less), I would not be that certain regarding Green or Yellow LEDs.
Blue and green LEDs are suitable transmitters for Underwater Visible Light Communication. If transmission distance is short, you can also use high bandwidth micro LEDs. Avalanche photodiode (APD) (APD210) can be used as a receiver. You can get more information for underwater visible light communication from Pro.
