I used a satellite image, and applied enhancement algorithm, In-order to see the performance of algorithm, i like to use quality metrics such as RMSE and CC. To process this algorithm need two input image, one processed image, and reference image. How can i get reference image.
Inorder to evaluate your algorithm using quality metrics we require standard datasets whose ground truth(by reference image you mean ground truth) are available. Most of the popular research areas in satellite imaging provide ground truth. If you search internet you can find standard datasets having groudtruth
For eg: if i enhanced the original satellite image resolution to higher resolution by some algorithm. And to evaluate the performance of algorithm, i need reference image equal to the resolution of processed image. for eg: original image resolution is 10m and processed image resolution is 5m. Now i need reference image equal to processed image 5m. How can i get the reference image.
Dear you can get the reference image from standard image relate to the same study area or map and the best is using ground control points.

You are used input image as satellite image. Then you applied your enhancement algorithm on this satellite image. And then you got enhanced (processed) image as output. Now take your input image as reference image and then apply CC, RMSE or any other metrics between reference image, processed image.
Note:1. While evaluating quality no need bother about resolution because we are going to check how much resolution or quality improved from input image to enhanced image with metrics.
2. while using metrics you have to check only constraints of metrics. For example RMSE value should be lower for comparing reference image, processed image and so on.
3. input image and processed image always should have same size for metrics evaluation.

1. You need ground truth for the evaluation of your algorithm.
2. Either you can obtain Standard Data-sets for evaluation.
3. You can add some noise (artifacted) image and observe the result of your algorithm by comparing noise (artifacted) image with enhanced image
Can i up-sample my original image resolution to the processed image resolution for evaluating the algorithm.

Fix the camera in one particular position and capture the images one in the afternoon time and other in the evening time.
Afternoon image becomes the reference image
Evening time image becomes the input noisy image
Do not change the position of the camera while doing this operation .
