ArXiv would be my last resort. I did it once for a paper that would never be published otherwise.

In the case at this blog: http://etheric.com/physarchive/history3.html, ArXiv not only rejected the paper but wrote to the other journal which was going to publish it, to not publish it.
As you can see above ArXiv goes a long distance to block it from getting published anywhere because the moderator did not like it. Either they really dislike new theories OR someone funds them to try and prevent certain fields.
