• Fernando Luiz Lobo Barbosa Carneiro, better known as Fernando Lobo Carneiro, born on January 28, 1913, in the neighborhood of Glória -Rio de Janeiro, from a family from Minas Gerais who was already 6 years old, stood out in his studies. He was the son of Otávio Carneiro. Graduated in the engineering course in 1934 at the Polytechnic School of the University of Brazil, now an Engineering School at UFRJ, he was an intern at the reinforced concrete calculation office of Emílio Baumgart having acquired eclectic knowledge for the ¨ calculation of various structures¨ such as the building of the Faculty of Architecture, UFRJ, Ponte Nova Rodoviária over Rio Doce and the oceanic interceptor of Glória and Botafogo. He worked for 33 years at the National Institute of Technology - INT in the area of ​​structural resistance, founded a postgraduate degree in Civil Engineering in Brazil at COPPE, elaborated the method for experimental dosing of concretes that was widely applied in the Brazilian test. Lobo Carneiro was a construction consultant in Rio de Janeiro such as the elevated Paulo de Frontin and the famous Rio-Niteroi bridge, he was also the creator of the engineering group for offshore oil exploration under the Civil Engineering Program at Coppe.
