Some scholars (or even sometimes professors), use multiple, different affiliations in their papers due to financial supports from different/ other governments, institutes. What is your opinion about this issue? Is it ethical or is it any problem with this issue?

Yes, for an international collaboration work in addition to financial support. In this case, it is ethical. This is my opinion.
When you submit papers, editorial manager site reminds you if all the financial supporters have been mentioned in the manuscript and that you should add a dedicated acknowledgment section for this. So no problems for this.
As concern affiliation, collaboration with two or more institutions is very very common and sometimes a single scholar can be affiliated to different institution at the same time. When you publish on the behalf of more institution you can make those institution to grow. Honestly, I think that scientific relevance of the work is more important than affiliation.

Sometimes, one have no other way to pay for publication fee. Publication is the most important part of the scientific work.

I myself have two affiliations. The first affiliation, U. Minho-Guimarâes, is related to what I did until my PhD, and provides no finantial support. The second affiliation, U. Aveiro, is related to what I did in my posdoc, and until now I have not required financial support.

It is ethical to acknowledge them. Those institutions have provided you financial support. In return you have to give them something. So you can give acknowledgement. But to affiliate them only because they have provided the funding is inappropriate.

Thanks for your question. I do believe that if there had been any financial support from any institute, the "acknowledgment section" would be well enough to appreciate your financial source. However, those researchers who carry out an experiment which needs some specific equipment or materials that are not readily available in their own institute, they have no choice unless ask help from other institutes' collaboration. Consequently, as it's a very common practice, they will ask you to include their names as co-authors! Overall, it's a kind of two-sided deal. But if they have really contributed in your work beside their financial support, you should affiliate them as well.
