The criteria, for promotion from assistant professor to associate prof. to full prof.,are unfair, in my opinion.

Universities are claimed to be centers for teaching & research. In some places, the teaching loads are very heavy & an instructor will spend most of the time on teaching, monitoring exams & office hours.

In promotion, more weight is given on research papers than on teaching. A single paper has more points than all the years of teaching service combined together.

To satisfy the conditions set by the "secretive" promotion committee, the instructor will pay more effort on having a published paper than on the whole education process. He/she will become less effective as a teacher.

In some 3rd world countries, devious means are followed to share the authorship of a published paper.

The consequences of the present promotion standards are severe on the teaching-learning process since it has produced downgraded graduates.
