asphalt cement has itself a healing property, implementation of coal fly ash, silica fumes (which are considered as waste) have proved positive action in the healing process, i am attaching some of my published papers on self healing phenomena.

Some waste materials can be useful in improving self-healing property such as Carbon fiber, rubber or cars engine oil, however, it is not necessary for the waste materials to improve the self-healing because they can improve other asphalt properties such as RAP which improves rutting resistance.
In Denmark and Germany there are small companies that have been using rubber of old tires to preprare sealing material for cracks and fissures. Their material is much cheaper than other market products with synthetic polymers and also, being very elastic and heat and cold resistance, they last usually longer. This could give you an little idea of using waste (of tires) for damaged pavements healing and a start point to think that rubber could be one of the materials you are looking for,
You should also analyze waste of parts made of natural rubber.
