I wrote a paper on the prospect of sustainable economic development in regional Australia which is in my Research Gate archive. Let me know if you can't find it there. I argued that central to the question of whether a regional community can achieve economic prosperity, is the question of financial inflows and outflows. A state that adopts policies of free trade has to expect that economic vitality will flow from the periphery to the centre. Unless leakage is prevented by moves such as tariffs or government policies of self-sufficiency, the periphery will remain impoverished by comparison.
