My research area is financial accounting. I need to publish my research paper in any scopus indexed journal and in quick time. The publication is must for PhD submission and thus I need a journal with minimum review time.

Two benefits here, it is an easy way to find out journals interested in the topic. Second, many journals will select one or more of these authors to review your paper. I think you have the answer.
I recommend that you look at one of the MDPI publisher journals (https://www.mdpi.com/). I have been a referee of some of them and the response times are very short. They have journals in many areas but there are some in economics and finance that may fit your research.
QUICK REVIEW means low quality. Low quality will not be in Scopus. Reviewing process is a time concerning process. The article goes through many hands. People read; people consult and discuss. This takes time.
QUICK PUBLICATION for low quality paper, no matter if it is from Ph.D. thesis, is possible in low quality journal that gives quick turn-around time. No matter how good the article may be, it must be reviewed and the review process takes time.
I agree you may consider the suggestions by earlier responses, but I personally wouldn't be prescriptive here. This is because if you are looking at high-end journals, indexed in Scopus, you would need to allow for time because a good review process, that would produce beneficial and quality paper, takes time. Although it's not very clear to me what definitively you mean by "in quick time" and "minimum review time", take it that there would be no quick fixes and submit your paper early.
You could look at the date of submission, date of acceptance and date of publication, usually shown on the first page of most publications. The total time spent will give you an idea. Having said this, I recommend that you seek feedback on your paper from 2-3 experts you know to give feedback and work out on improving your paper before submission. This will help you to publish your article. Good luck.
