Phd program duration different across institutions. What is the official duration in your school? Would you support the present number of years?

Duration of PhD programmes across schools

In my school, the official number of years is 3 years. I learnt that of Harvard is 5 years. I am wondering if the number of years for the program will impact the outcomes students take away from such program.
