Online Reference Query is a request by library users to get information using human library (Librarian) to get relevant information needed for personal and academic usage. This could be provided through the Social Media. How can this concept be standardised? Suggest strategies that could facilitate prompt responses to users query
There are numerous strategies: Quickly and short answers, subject guides, frequently asked questions (80/20), predetermined answers by chat, etc., etc.

What Daniel suggested is true. You can also use Facebook, What's up for quick answers. You can make a separate page on FB for answering the Reference Queries. You can give a unique name for this page. It'll definitely work. The users will be very happy to have quick answers to their questions.
Likewise, you can create a What's group of your users for the same. you can set some rules and regulations for the group members. This group also can become famous within few days.

As far as concern about the web 2.0 tools i.e Facebook, Instant Messenger, Twitter and etc. Than you get directive of your parent organization (University, College, School etc. )social media department/team or PRO office and follow their instruction and design your social media policy in their directives for online/virtual/digital reference services.
