in ieee papers, only measure the xz plane and yz plane for the polarization. why not consider the other phi and theta values.
i think it is depent on your antnna. for example which plane is co and which one is cros polarization.
I suggest that you take a course on antenna theory, before you read IEEE papers on that subject.
You can consider any phi value but the measurement complexity will increase........

it depends on your antenna. is it broadside? is it end fire? where is place its main lobe.
at antenna balanis, it is descrined in examples.
In farfield, the E-plane is Perpendicular to the H-plane and both of them are Perpendicular to the direction of propagation. we stick to this rule that farfield is been assumed for main lobe not side lob
