There are several causes why the eggs were not fertilized. Have you applied the optimum conditions of this species for spawning? (I'm not familiar with mullet reproduction), maybe physicochemical characteristics are not the appropriate for this species. Apart from this, there are several reproductive dysfunctions which could affect the spawning period. I recommend you to read "Endocrine manipulations of spawning in cultured fish: from hormones to genes" Zohar and Mylonas 2001
