I need to write a perception experiment something like this:
1. Subject hears two sounds.
2. Subject adjusts a slider to change a parameter of the second sound
3. Subject hears the two (adjusted) sounds again.
4. Subject either approves that the sounds are equal in a certain property, or subject repeats step 2.
Is it better/easier to code this in Matlab or Python or some other software?

The task is pretty simple for either MATLAB or Python. However creating a GUI that contains a slider or a button and a audio player is much easier in MATLAB, and in your application, you will not notice performance difference between the two. In your case, the only way I would recommend Python is that if you want to distribute the code to run on multiple PCs, otherwise I recommend MATLAB.

I'm not well familiar with MATLAB, but that doesn't sound too complicated to perform in Python.
The GUI can be easily created using the Tkitner or Kivy modules. Sound can be played using the Winsound module. You will have to look for a module that can manipulate sounds in order to accomplish step 2.
