Is it possible to have a lower electron lifetime in 0.6 wt. % Ag@TiO2 core-shell than that of 0.2 wt. % Ag@TiO2, while the sample with 0.6 wt. % Ag has reached to higher short circuit current because of more light absorption ability in a DSSC? The sample with 0.6 wt. % Ag has obtained higher open circuit voltage and fill factor, as well.

I think It is not the lifetime of the TiO2 electron transport layer ETL which is effective in increasing the shortcircuit current in the DSSC. The inclusion of silver may change the energy band of the TiO2 such that it extracts the electrons from the Die ans reflects the holes towards the die electrolyte interface. The second effect is to change the morphology of the TiO2 to become more porous incrteasing the absorption of the die coated on such scaffold layer. I mean, it can build more Die in the TiO2 scaffold.
From my point of view improve the scaffold to deposit more active die in it.
It can also improve the interface between the TiO2 and the Die and improves their interface recombination.
More investigations are required to get out which factor is more dominant than the others.
If you display the dark and illuminated I-V curve one can also locate the most possible cause for the enhancements.
