Time of implementation of the VE , always it is late and it has very limited values to implement VE during construction , because the best E shall be done during the concept and detailed design stage , where the designer has flexibility to swap between solutions .
The second reason is the team work between the VE team, it should be noted that brainstorming is the most critical item in the VE and it does require free mind thinking.
The third item is the availability of the material and equipment, which capable to undertake the solutions.
Basically VE is not my major field of expertise, but I have earlier restored houses in Germany and my observation whilst living for more than one decade in the UAE is the life span of buildings. There is rarely a building in UAE with a longer asset life time than about 30 years (except maybe a few heritage -protected historic buildings in Dubai and Sharjah) . Commonly buildings are demolished after that time. Maybe that would be an important point for consideration.
Tendering in UAE commonly is based on FEED and not on a detail planning. The detailed planning is done by the contractor. Consequently a nice idea will remain a transient shadow.
The biggest advantage (not only for Dubai, maybe globally) is that it is the means of establishing an optimal financial balance between the "desires" and "constructability" during the construction phase, especially during the concept phase. The Value Management approach has a direct influence on design.
