This paper is cited a lot but I have been unable to find the proceedings in which it is published nor the article itself. Is there anyone that could help me further with this?

thanks, but this PDF dos not contain the article I am looking for.
OK, I found it in a Canadian library and paid for it to be scanned. This is a very highly cited paper, but it's almost impossible to retrieve.... It makes one wonder if all these scholars really read this paper or simply blindly cited it (since the others also did)....
