Best way to generate random numbers is to use a quantum system. This is because measurement of a physical variable associated with a quantum system leads to a random outcome as prescribed by the Born probability rule. Nonlinear time is not based on Einstein's General Theory of Relativity. It is based on the notion that our dimension of time in this Universe may not be precisely one (1). If its dimensional complexity rises above exactly one (1), it is necessarily nonlinear by induction.

Time is mutable for any micro or macro scales within the universe. The thing to realize is : Within the universe, everything is relative . There is no absolute within the universe. Hence, the time scales change locally whether micro or macro. But, if you observe from a point outside the universe ( in imagination ) , then time behaves in an absolute sense. It is the absolute deterministic characteristic which the entire universe obeys. Same thing applies when you observe from the surface of the central universal black hole. Even Einstein's Relativity holds good as long as the observer and the observed are both within the universe. But, fails when you try to explain the universe in Toto.

I am not a professional physicist. However I have always been interested in the duality of time. My main quandry is, "Does time flow as a river or do all things in the Universe simply change as a quantum state fluctuation. The point of the preprint, "NRCL Prognostic Network" is that if the latter is true, then the best way to quantify change as it moves from present to future, is to use a network of devices whose dynamics are based on quantum state fluctuations (the avalanche process). Unfortunately, there were some gross errors in the current version and I cannot put up the corrected version until I get home. When Hegel says that " Time does not resemble a container in which everything is as it were borne away and swallowed up in the flow of a stream", you must admit that he is generally/philosophically correct but his viewpoint should also be tested and be enriched through illustrations from scientific disciplines.

So, to be right at some point about something does not mean that all questions on this "something" have been answered once and for all in advance.

To conclude, I believe that looking backwards once in a while could give us sufficient momentum for moving forwards much more efficiently.
