The author(s) send their MS simultaneously (Wrong!) or subsequently (OK, but still I do not support) in more journals and then publish in the one which demands less corrections. I have seen this many times for the papers I reviewed. I do not want to say that I am a demanding reviewer (anyhow reviewers are working in pairs and if the two reviews disagree, the third reviewer is called) - rather I would like to stress distinctly lower acceptance levels of some journals. Due to second-rate authors such second-rate journals may still have high IF, which is still not well tackled in any score calculating index (to my knowledge).
