Example: when we assume soil type G 1 and proctor density 95% then we get 15.63 for E .

I don't know if there is such a direct relation, but I know researchers tried to connect soil modulus of elasticity with soil bearing capacity, which depends on soil type and so on. A good reference for that is "foundation analysis and design" by Bowles
