Yes, I agree with Seshank. It's barely possible for this transformation to proceed in a single step, cause the nucliophicity of the benzen ring bearing Nitroso group is not strong enough. You can search the synthetic methods of this molecule or similar ones with reaxys (www.reaxys.com). Good luck!
