Most of the institutions both public and private are suffering from the so-called quantophrenic mentality/syndrome. Decisions are made based on numerology rather than meaningful consensus. Peoples interests are always over-ruled by the majority in the halls of congress, board of trustees and corporate bodies. Voice is an essential element of democracy. Without it the tyranny of the majority defeats democracy.
This evil of sentiment cannot be totally rooted out from the social organization especially if the bureaucratic positions of authorities are occupied with appetitives (public fund looters) rather than rational. Any developmental policy proposed which would not give ways to achieve their selfish gain would definitely be over-ruled. Voice IS the majority. It can't be anything else. People disagree on things. In the end a decision has to be made. Go with the majority or the minority? The answer is obvious.
The tyranny of the majority is anyway a myth. Those places where referendums rule are the best run. The tyranny of the minority, on the other hand, is visible as shocking outcomes everywhere.
The problem in the Philippines is that it is a presidential system: the chief executive is popularly elected and he chooses the cabinet. It malfunctions everywhere - Latin America, Turkey, eastern Europe. It leads to demagoguery and oligarchy as the country lurches from one egotist to the next. On the other hand, where parliament choose the prime minister and cabinet, stability is the norm and failure is very rare.
One of the dangers of numbers in policy making is the phenomenon of vote buying just to get the numbers. This is common among liberal democracy institutions. I disagree that it is a myth. It is a reality. There are existing literature s that support it.
We mustn't discount the dangers. If the majority is not genuine (bought or otherwise cheated) than that's tyranny of the minority, isn't it?
But assuming the numbers are genuine, the majority view has to be respected ahead of the minority view. What could justify the opposite?
