Is it possible to achieve electrical percolation before rheological percolation?

When a polymer is filled with a conductive filler, above a certain loading we can get electrical conductivity because of the percolating network. Does the existence of this network mean that we have necessarily exceeded the critical value for rheological percolation?

What is the best way to think about the physics behind rheological percolation?
