I'd like to add that it largely depends on the editorial practices of the journal / publisher you are submitting your research to. My admittedly limited experience leads me to view academic publishing as a largely self-replicating system. In other words, if you do not follow the rules, your research will never be published.
There's need for summaries because a " literature review " is an existing guide for a study. So for a good thesis/ dissertation research summary after a literature review is good. But for journal articles summaries are not even required due to limitations .
