Is independent variable lagged model (with contemporaneous ) better than fixed effects when dealing with reverse causality? ?

If there is chance of reverse causality and the effect of X on Y takes lag, is it ok to use lag of the independent variable with the contemporaneous term. Or the contemporaneous term need to be dropped? Is it ok not to use FE model in this case?
