According to the above link, the companies of Antaco, AVA-CO2, Terra Nova Energy, and Suncoal are involved in HTC technologies. They also write:

"2016 saw UK-based Antaco win its first commercial project with the technology for a client in central Europe, while Swiss company AVA-CO2 commissioned a pilot plant in Germany converting sludge into biocoal with a view to recovering phosphorus from the final product."

The Suez group has been filing a number of patents for HTC technologies in the past couple years. They are industry leaders in sludge drying and combustion (among many other things), and it looks like they're exploring options to commercialize the technology.

From this April. A number of the presentations summarized here were on commercial/industrial-scale plants for HTC of wastes. Do a CTRL+F on the pdf for the word "scale", and you'll find them.

The sewage sludge incineration industry is very interested in HTC. Existing thermal drying technologies are expensive and use a lot of heat - often making incineration prohibitively expensive. (Sludge dryers also tend to catch fire or explode if not designed very carefully.) HTC provides a product that releases its moisture far more easily than the original sludge does.
