Inclusivity does not focus solely on bridging equality for all students in a learning environment. It also pertains to allowing them (their families) to have a voice in the types of governance, curriculum, modernization, globalization, to include fiscal budgeting.
There are many Federal, state, and local legislative policies that affect programs of inclusion. (i.e. budget, Americans with Disability Act, affirmative action etc.)
Students/parents should be stakeholders in this process and sit on the boards and committees.

I agree that everyone should have access to a quality, affordable education. However, everyone is not going to be as smart in all subjects as everyone else. Equal opportunity does not guarantee equal outcomes. I do an exercise in one of my classes that illustrates this. I ask each student what they would do if I gave them $100. The answers are of course varied depending on the interests ad whims of the students at the time. There is no right or wrong answer. I then ask them if they are all happy with their choice. Again, there is no right or wrong answer. I then ask what happens if their actions are repeated of a series of years. Those that chose to save or invest usually barring disaster, have money. Those that did not, do not. I use this to illustrate how income inequality develops.

Peace be upon you There is certainly a difference in the levels of students in all aspects and intellectual ones so there are such levels of study that help to develop the skills of students according to their abilities
