Water (level) rise may be for Ground Water table in an area (may be due to excess rainfall/ surface water flow leading to excess infiltration into ground mass finally causing for increase in GW table).
Sea level rise is a broader term and is caused by water increase in the oceans/ sea of the world, due to climate change at global level and melting of ice sheets/ glaciers.
Hello Korfii, it seems you are referring to different things. Sea level rise is something of broad interest for climate-related studies, geology, engineering, policy and so on. By water rise I believe you mean specific effects which depend on the context (e.g. groundwater table rise, lake level rise, etc.). Cheers!
