I generally find the best way is if I know somebody overseas who is an expert and/or has a particular interest in the topic/area of the manuscript. It might be somebody that I met at a conference but do not know very well.
If there is nobody who meets the criteria above, I might look for someone who has published on the topic and preferably, a lot on the topic. They seem to be most consistently reliable.
For this journal, did they actually specify that it has to be somebody NOT from your country?
