also, how would you identify whether a particular industry lacks innovation/ innovators and entrepreneurs/ entrepreneurship?
In principle, it would depend on the profile of the country or region in question, according to the comparative advantages it has with respect to the rest of the world.
the answer to that question varies very much by the concrete country one is addressing concretely. Different countries have different conditions, histories, advantages and disadvantages in international competition that one must differentiate. At least, one should say in general words, try to strengthen the strong sides but also try to diversify.

First prepare a comprehensive list of government needs in terms of development projects. A survey of the industry should be done next to see which industries have the potential to fill in the gaps. Then start a dialogue between government and industry in terms of collaboration and private-public partnership to achieve the goals agreed upon.

One way to discover innovation gaps, opportunities and challenges is to link an innovation landscaping with the national or regional aims and targets. Such a landscaping shows the unexplored fields....

When a regional or national (federal) government clearly indicates the need to investigate a particular technology, like the currently hot issues such as A.I., climate change, new forms of energy generation, etc... a landscaping (big data/metadata analysis) can reveal the worldwide activity within that technological field, the players, the stakeholders but als the different applications (which could be industry related?). It is not always certain if those technologies are already that far evolved to be put on the market...The would/could open opportunities.
