ILS is an a old Landing system in Airports. GBAS is best alternativ for this system. all new installations need financial budget. Larger Airports have enough income to do it. But what is about small Airports with low income?
I believe the answer you might not want to hear is it is very difficult to 'look in' and attempt to influence another system's development, from a distance. I guess a small area of land might be able to transform itself into a bare landing strip, in aeronautical theory it is usually the case that procedures are universal, by that I meant that the laws concerning aeronautical law are observed in each authority/country.
If you are thinking of attempting to negotiate a license for a small runway in a remote department I suggest that you look no farther than the Australian model. This has a good safety record and logistically is similar to Africa/Asia in terrain and as well as observing how to overcome the problem of safety and engineering, it would be wise to study the air traffic control systems and ground systems, all of it can be accessed through the internet.
