You should mention which properties are you going to establish by the testing. If it is standard mechanical properties and you want to establish it exactly for the material of the weld, I highly doubt you can do it using standart tensile testing technique. The gage section of the specimen (even when it relatively small like in the paper dr. Chandra Bhanu Basak proposed) will include all zones of weld joint, so the yield stress and ultimate stress will be obtained for the weakest part of weld, which probably is the heat-affected zone. If this is your aim, than everything is OK. But the values of elongation and contraction will be definitely incorrect.
Another possible solution for weld joint research can be using digital image correlation technique (DIC) for full-field local strain measurement, but local strain is not a standard material property (The DIC measurements in tensile testing is described in this article: https://www.researchgate.net/publication/257619818_Application_of_the_Method_of_Digital_Image_Correlation_to_the_Construction_of_Stress-Strain_Diagrams).
Also there are some relations between hardness and mechanical properties, so you can perform hardness measurement across the weld and then calculate properties of different zones using this relations.
