The tools that inputting into the higher education are variable, however its commonly known as utislise Total Quality Management (TQM) for a framewkr to develop the quality measurement. Popularly, HE’ institutions will build on a quality assurance procesdures to monitor and control quality.

a. Define what the expression “Quality of Education” specifically means,

to whom.

b. Going forward, always note “Effectiveness and Efficiency” as a paired expression.

Productivity is the product of both. One addresses what you do, and the other how you do it.

c. Consider starting this work after identifying the “Customers” for the outcomes of specific categories of an educational system.

Well, of course there is more to this.

It could be measured by evaluating the success of its graduates. It will be better to use not absolute but relative evaluation (compared with other universities)

" measured by evaluating the success of its graduates."

While that statement at first glance seems fine, upon examination it becomes

almost continuously ambiguous. To perform such an examination the number of qualitative and quantitative measures, by definition, would have to be "Flavored."

The continued annual improvements to the Baldrige Criteria based on evaluations by experts such as Pavlo are more reliable for hard foundational knowledge.

My remarks are founded on the Civil Engineering programs of the last 40+ years or so within the United States (public and private sectors) as well as those in other countries where I served as a Quality Management System Consultant, Facilitator, and Guest Lecturer as well:

South Korea, Manila, Tokyo, Portugal, Mexico City, Budapest, and Canada.

And "Yes," I acknowledge I am a dataset of "1."

Q. How to measure the quality of education in higher education institutes?

Quality is conformance to requirements. The domains to measure this include "Customer," "Supplier," "Stockholders," and "Shareholders,"

At least five (5) domain's need be both individually and collectively considered:

a. National University Accreditation Requirements.

b. University Degree Requirements.

c. Professional Practice Licensing Board Requirements.

d. Potential Employer Requirements.

e. The individual engineer's strategic career plan.

The expected answers will help to explore current practices and to modify current plans, as well as develop new measures or techniques.

· Suggestion:

Farid, might there be interest in forming a Task Force to plan and develop an approach for specific programs? While I imagine 80 to 90% will remain essentially common, it's that ‘nagging’ 10 to 20% that will make their acceptance challenging.
