How to map the module/service placement problem in Fog computing into an optimization technique such as Particle Swarm Optimization?

I am looking for a mapping of the module deployment problem in the Fog computing environment into a optimization technique. There are works that solved the module deployment problem using Genetic Algorithm. Is it possible to map the problem into Particle Swarm Optimization and solve it. If so, then how to map the problem taking into consideration response time as a parameter for finding the firness values of each particle.
