In the survey distribution tool, I see my forms in a scroll-down list (two arms each containing 1 form with two events, so four options in total). When I click on a form in Arm 2, the 'add participants' button is disabled, and a message says to add participants to the initial form. Thus I added the participants in the initial form (even though they won't be completing it), but I don't see the option to assign them to the second arm.

UPDATE: Response I have received
"You cannot have multiple surveys in a REDCap project. If you have two separate groups to assess in a project, they must complete the same forms in the survey service and not just one of the two forms. This is why you are told to associate the first form with the second group for the arm 2 survey to work. You must have two separate REDCap projects, and not two forms within the same project."
